United Nations member countries approved Friday a controversial new treaty governing international telecommunications, despite the opposition of the United States, the UK, Canada and several other countries.
The U.S. and other countries that chose not to sign the new agreement did so because of fears that it would allow increased censorship on the Internet.
The new treaty, an update to agreements last refreshed more than two decades ago, wound up including language designed to fight online spam and encourage member states to promote Internet access across the world.
